Abstract:

Risk-based surveillance offers major opportunities for more efficient and effective surveillance of animal health hazards. The benefits can be incurred by both publicly-funded surveillance as well as industry-run programmes. However, the technical potential of this approach has not yet been fully exploited, and existing approaches to risk-based surveillance are yet to be implemented and understood by all beneficiaries of surveillance. The SANTERO (risk-based Surveillance for ANimal healTh in EuROpe) consortium aims to promote the development of additional risk-based surveillance methods and the dissemination and integration of the approach in existing surveillance routines. Three work packages (WPs) are planned.

WP1 will focus on technology and process development to standardise surveillance documentation and to increase uptake by targeted users and industries. The consideration of economics will be considered at key points in the development.

WP2 will apply methods and tools previously developed by members of the consortium as well as novel approaches generated in WP1 in populations and for hazards where risk-based surveillance is not yet widely adopted; e.g. in aquaculture and for antimicrobial residues. The aim is to gain experience in the practical application and to assess the utility of the methods and tools. Experience from the field will also inform dissemination in WP3.

In WP3, qualitative impact assessment will be conducted and hurdles to implementation identified. The aim of WP3 is to establish a knowledge hub that is freely accessible to surveillance users across Europe, thus providing a platform for the surveillance community to discuss, learn and progress in the future.

The SANTERO consortium consists of partners from six EU countries (CH, DK, NL, NO, SE, UK). All partners have a strong track record documenting their surveillance excellence and ability of productive collaboration, particularly in the FP7-funded project RISKSUROne organisation will provide expertise through subcontracting. The consortium covers all sectors with its university, government and private industry partners. This will facilitate dissemination of the project outputs to all relevant stakeholders of surveillance activities.
